VETERANS ON THE RISE

Veterans on the Rise (VOTR) is a 501 c (3) non-profit organization dedicated to providing a holistic system of care to fight veteran homelessness in the greater Washington DC area. VOTR believes that no military veteran should be homeless in the shadow of National monuments and memorials built to honor their service.

VOTR utilizes a case management approach which addresses veteran needs holistically. We provide a range of services from physical and mental health care, transportation, life skills and employment training, and legal advice. We offer our veterans safe and comforting living environments, life enhancing activities, and encouragement as they readjust to their communities, regain their dignity, and rebalance their lives. Simply put, we empower veterans to save their own lives.

VOTR was informally launched in 1989 by four veterans, Alfred Burley, Steve Middleton, Phillip Spenser and Jay Chambers who took a stand against veteran homelessness by contributing their personal resources to open a home for their struggling comrades. In 1993, VOTR was incorporated and officially recognized by the IRS as a 501 c (3) non-profit charity and broadened its services to provide housing and holistic support to homeless and transitioning veterans. Our commitment has remained constant over the years:  to enable veterans to live the healthy, productive, independent and dignified lives they deserve.
 

​Search and rescue 

On Veterans Day, 11 November, 2019, VOTR launched Operation Outreach DC, a Search & Rescue Mission for Washington DC Homeless veterans. The operation was made in conjunction with the Union Veterans Council of the AFL-CIO and was supported by: Shiloh Baptist Church; Washington DC Department of Health; IBM Employees; DC Labor Council; Howard University volunteers; Congressman Kurt Schrader & staff (05-OR); Sam’s Club – Laurel MD; Sam’s Club – Gaithersburg MD; Pepsi-Cola of Hyattsville MD; Costco of Washington DC; Arc Aspicio Management Consultants.
VOTR staff, VOTR Board members and a group of volunteers led by Will Attig, Executive Director of the Union Veterans Council of the AFL-CIO, disbursed from Shiloh Baptist Church that morning to 10 Homeless shelters and 10 street locations across the city to deliver Personal Care kits to homeless persons and those in need, regardless of their veteran status. They also gave information on where homeless persons could get immediate assistance as well as support for long-term recovery.
